Work Permit in Türkiye: What It Is and the Main Types

For foreigners who want to work in Türkiye, the rule is that a work permit must be obtained beforehand. A work permit is an important document that concerns the obligations of both the foreigner and the employer. This article explains the work permit and its types for information purposes.
💼 What Is a Work Permit?
A work permit is the official document that gives a foreigner the right to work in Türkiye, either for a specific employer or independently. The permit is issued by the Ministry of Labour and Social Security (General Directorate of International Labour Force). Where the conditions are met, a work permit can also replace a residence permit. As a rule, the application is made by the employer.
Note: The work permit application is, as a rule, made by the employer; the criteria may be updated.
📋 Main Types
Work permits can be classified as fixed-term, indefinite and independent work permits. A fixed-term permit is issued for a specific employer and job. For foreigners who have worked lawfully for a long period, an indefinite permit may come into question. For qualified workers, there is the Turquoise Card (Turkuaz Kart) system. In certain cases, an exemption from the work permit may also apply.
⚖️ Employer Obligations and Appeals
Employers who employ foreigners are expected to meet the criteria in the legislation, such as capital, employment and pay; these criteria are updated from time to time. If a work permit application is refused, an objection and the administrative court route may be considered against the decision. Employing a foreigner without a permit may lead to administrative sanctions for both the employer and the foreigner.
