My payments went to a bank account in Türkiye. Can a complaint be filed there?
Yes. A complaint can be filed in Türkiye. Under Article 8 of the Turkish Penal Code (Law No. 5237), Turkish law applies to offences committed in Türkiye, and an offence counts as committed in Türkiye if the act takes place there, wholly or partly, or if its result occurs there. When your payments went into bank accounts in Türkiye, that connection is usually a key factor in establishing Turkish jurisdiction.
Under Article 158 of the Code of Criminal Procedure (Law No. 5271), a complaint can be made to the Chief Public Prosecutor's Office or to the police. Article 158 also allows reports to Turkish embassies and consulates for crimes committed abroad that must be prosecuted in Türkiye. Article 158(1)(f) of the Turkish Penal Code covers fraud committed by using information systems, banks or credit institutions as tools. Prosecutors examine conduct like this under that qualified fraud provision.
You do not need to travel to Türkiye. A lawyer in Türkiye can file and follow the complaint for you. To appoint one, you sign a power of attorney before a notary in your country and have it apostilled. Bank receipts, IBAN details and your correspondence with the platform are important evidence. Do not make any further payments to the platform, and be careful with intermediaries who promise to "recover your money". We cannot promise a particular result in any case.
