Ç-136 (C-136) Restriction Code: Unpaid Deportation Travel Costs

The Ç-136 restriction code (C-136) shows that the travel costs of a deported foreigner were covered by the state and that this amount has not yet been repaid. The code is not a penalty but a record of a debt; however, until repayment is made, the foreigner may not be allowed to enter Türkiye.
In short: The travel costs of a foreigner to be deported are in principle met by the foreigner. If the foreigner lacks the means, the cost is paid from the budget of the Presidency of Migration Management, and entry may not be allowed until the costs are repaid (Art. 60/3-ç of Law No. 6458 on Foreigners and International Protection; Implementing Regulation Art. 8/2-ç).
What this article covers
Note: Ç-136 has no specific ban period; sources emphasise the condition of repayment, not a duration. No official list of the codes has been published.
✈️ How Are Travel Costs Covered?
Art. 60/3 of Law No. 6458, as amended by Law No. 7196, divides the covering of costs into three situations:
- If the foreigner has enough money: The cost is paid from the foreigner's available money and the remaining amount is left to the foreigner.
- If the foreigner has no money: The whole cost is met by the Directorate General.
- If the money is not enough: The cost is met by the Directorate General; the part of the foreigner's money sufficient for basic needs is left to the foreigner and the rest is recorded as revenue to the Treasury against the cost. If the money is below the basic-needs amount, all of it remains with the foreigner.
In addition, under Art. 60/5 the foreigner's passport and documents may be retained until deportation and the ticket may be converted into cash for use in the deportation.
👥 Who Is Liable for the Costs?
The foreigner is primarily responsible for the cost, but the Law also places liability on third parties. According to Art. 60/6, natural or legal persons who vouch for the foreigner's stay or return are obliged to pay the deportation costs. An employer who employs a foreigner without permission must also, under Art. 23/9 of the International Labour Force Law No. 6735, cover the accommodation, return and, where necessary, health expenses of the foreigner and family; if these are paid by the state, they are collected from the employer. This is also covered in the article on the Ç-117 and Ç-119 restriction codes (C-117 and C-119).
🚫 Effect of the Code
Art. 60/3-ç provides that foreigners may not be allowed to enter Türkiye as long as the costs are not repaid. Implementing Regulation Art. 8/2-ç also provides that data will be entered for this purpose. Ç-136 can therefore prevent a foreigner's entry even when the entry ban attached to the deportation decision has expired. In addition, under Art. 15/1-ğ, a visa is not issued to a foreigner who does not agree to pay receivables that must be collected under Law No. 6183 on the Collection Procedure of Public Receivables.
💳 Repayment and Removal
To remove the code, the cost amount has to be learned from the Presidency of Migration Management and paid. A foreigner abroad can learn the amount and make the payment through a foreign mission or a representative in Türkiye. After payment, an update of the record is requested. Where the cost amount was miscalculated or a deduction from the foreigner's money was not taken into account, correction of the action may be requested. The general framework of the deportation process is explained in the article on deportation and objectionTR.
For irregular migrants who choose voluntary return, the Directorate General may provide in-kind or cash support (Art. 60/A). In returns made with this support, the cost situation is assessed separately from the deportation cost. For permission to enter while the ban remains in force, the article on the visa with an endorsement (meşruhatlı vize) is relevant.
