V-71 Restriction Code Turkey: Address Declaration Breach

V-71 restriction code shows that a foreigner has not complied with the obligation to notify an address or could not be found at the address declared. It may look like a simple administrative omission, but because the address record is one of the conditions of a residence permit, V-71 can lead directly to the permit not being extended or being cancelled.

In short: A foreigner who comes with a residence or work permit obtained from a consulate must register in the address registration system within twenty working days of entry at the latest (Article 26/2 of Law No. 6458). Address information is among the conditions of short-term, family and student residence permits; the loss of a condition is a ground for cancellation.

What this article covers

Note: Administrative codes such as V-71 are abbreviations used in the foreigner registration system, and there is no officially published list of them. The meaning given here is the one accepted in practice.

🔎 What Does the V-71 Restriction Code Mean?

V-71 records a breach concerning the address declaration. In practice it covers two different situations: the foreigner has never registered in the address registration system or has not reported a change of address; or an inspection finds that the foreigner does not live at the declared address, that is, a false address declaration has been given.

📜 Legal Basis of the Address Obligation

Law No. 6458 regulates address registration in several places:

  • Article 26/2: Foreigners who come with a residence and work permit obtained from consulates must register in the address registration system within twenty working days of the date of entry at the latest.
  • Article 32/1-d: One of the conditions of a short-term residence permit is providing the address at which the person will stay in Türkiye.
  • Article 35/1-d: For a family residence permit, the sponsor is required to be registered in the address registration system.
  • Article 39/1-c: Address information is also a condition of a student residence permit.
  • Article 46/2: Those granted a humanitarian residence permit must register their address within twenty working days of the grant of the permit.

For international protection applicants and status holders as well, changes of address, identity and marital status must be reported within twenty working days (Article 90/1-c).

🧭 When Is the Code Entered?

  • The foreigner cannot be found at the declared address in an address inspection carried out by law enforcement or Migration Management staff,
  • A notification cannot be delivered at the declared address and it becomes clear that the person does not live there,
  • A change of address is not reported in time despite a move,
  • The lease or address shown in the residence permit application is found not to reflect the truth.

Important: Knowingly declaring a false address may be treated as using untrue information in residence procedures; this is a separate ground for deportation (Article 54/1-c of Law No. 6458).

⚠️ Consequences

Because address information is one of the conditions of a residence permit, V-71 causes the most trouble at the extension stage. In a short-term residence permit, the loss of one of the conditions in Article 32 is a ground under Article 33/1-a for the permit not being granted, being cancelled or not being extended. If the permit is cancelled, V-69 is added to the record and a deportation process may begin under Article 54/1-f.

In addition, under Article 68/1-c of the Population Services Law No. 5490, an administrative fine is imposed on those who do not report a change of address in time and on those who make a false address declaration; the fine in the second case is markedly higher than in the first. Unpaid administrative fines may also create an obstacle in later visa and entry procedures (Article 15/1-ğ of Law No. 6458).

⚖️ Correction and Legal Remedies

V-71 is often one of the codes that can be resolved at the administrative stage by documenting the true address. An application can be made to the governorate with a current lease, an address registration certificate and utility bills. Keeping the address information in the e-residenceTR system up to date also prevents the same problem from recurring in later applications.

If a residence permit has been refused or cancelled because of the code, an action can be brought before the administrative court within sixty days (Article 7 of the Administrative Procedure Law, İYUK); details are in the article on refusal of a residence permit and objectionTR. If a deportation decision has been taken, the time limit is seven days (Article 53/3 of Law No. 6458).
