V-69 Restriction Code Turkey: Residence Permit Cancellation

The V-69 restriction code is an administrative record showing that a foreigner's residence permit in Türkiye has been cancelled. The code is not an entry ban by itself, but in most cases the cancellation is followed by a deportation decision and an entry ban attached to it. For this reason, when V-69 appears, the real question is what ground the cancellation was based on.
In short: V-69 points to a residence permit cancellation. Under Article 54/1-f of Law No. 6458, a deportation decision is taken against those whose residence permits are cancelled. A case can be filed before the administrative court against the cancellation; against the deportation decision, however, the time limit is only seven days from notification (Article 53/3).
What this article covers
Note: The full list of restriction codes does not appear in any legislative text published in the Official Gazette; the codes are used in the internal record system of the Presidency of Migration Management. The meaning given for V-69 is the one established in practice.
🔎 What Does the V-69 Restriction Code Mean?
In the records of the Presidency of Migration Management, V-69 indicates that the foreigner's current residence permit has been cancelled by the governorate. Codes of the "V" group generally show administrative situations relating to visa and residence procedures; V-69 is among the most frequently seen codes of this group. The presence of the code means that the foreigner no longer holds a valid residence permit in Türkiye.
The cancelled permit may be a short-termTR, familyTR, student or other type of permit. The grounds for cancellation of each type of permit are regulated separately in the Law; for this reason the process followed against V-69 takes shape according to the type of permit that was cancelled.
📜 In Which Cases Is a Residence Permit Cancelled?
For the short-term residence permit, the most common type, Article 33/1 of Law No. 6458 lists the grounds for cancellation:
- one or more of the conditions required in Article 32 not being met or later ceasing to exist (for example the address, health insurance or means of subsistence condition),
- it being established that the residence permit has been used for a purpose other than the one for which it was issued,
- a valid deportation decision or entry ban decision existing against the person concerned.
In addition, under Article 33/2, the procedure for cancellation because of time spent abroad is regulated by regulation. According to Article 21/11 of the Implementing Regulation, the short-term residence permit of a foreigner who stays abroad for more than 120 days in total in the last year may be cancelled; for the family residence permit this threshold is 180 days, and for the long-term residence permit it is one continuous year. For this reason V-69 sometimes arises not from a violation, but simply from a long stay outside the country.
Important difference: From a foreigner whose permit was cancelled because of time spent abroad, no new justification is required in the application to obtain the same permit again (Regulation Article 21/11). In other cancellations, those who reapply within six months are asked for a new justification for the request (Article 21/10).
⚠️ Consequences of the Code
The legal effect of V-69 works as a chain:
- Deportation: Article 54/1-f of Law No. 6458 provides that a deportation decision will be taken against "those whose residence permits are cancelled".
- Entry ban: Under Article 9/2, entry into Türkiye is banned for foreigners deported from Türkiye; the ban is for a maximum of five years (Article 9/3).
- Calculation of periods: In some cancellations, such as a marriage of convenience, the duration of the cancelled permit is not counted towards the periods required later for long-term residence or citizenship (Article 37/3).
In practice, alongside V-69 an entry ban code from the Ç group (C group) is often seen as well. The two codes need to be assessed together; V-69 is the record of the cancellation, and the Ç code is the record of the ban connected to it.
🗂️ How Is the Code Found Out?
The cancellation is notified to the foreigner. If notification has not been made or the foreigner is abroad, the presence of the code is most often noticed through the rejection of an application in the e-residence system or at the border gate. A freedom-of-information request can be made to the Presidency of Migration Management to learn the exact ground for the code; a lawyer holding a power of attorney can also make this request. The process is explained separately in the article on e-residence and Presidency of Migration Management proceduresTR.
⚖️ Legal Remedies and Time Limits
Two separate acts may be involved against V-69, and their time limits differ:
- The act cancelling the residence permit: It is an administrative act; under Article 7 of the Administrative Procedure Law No. 2577 (İYUK), an annulment case can be filed before the administrative court within sixty days of notification. In cancellations of short-term residence permits, the provision added to Article 31 by Law No. 7533 speeds up the proceedings by providing that the case is deemed ready for decision once the defence has been submitted.
- The deportation decision: Under Article 53/3, an application is made to the administrative court within seven days of notification; the court decides within fifteen days and its decision is final. While the case is pending, the foreigner is not deported against his or her will. Details: deportation and objectionTR.
Rejection and cancellation processes by type of permit are covered in the article on residence permit rejection and objectionTR, and the process after an entry ban is covered in the article on re-entry after deportationTR.
