Ç-152 (C-152) Restriction Code Türkiye: Meaning and Removal

The Ç-152 (C-152) restriction code (also written C-152 in systems and searches) shows that a foreign national’s entry into Türkiye has been blocked as a precaution. Rather than recording a confirmed violation, the code records a preventive measure aimed at protecting public order or public security.

In short: In practice Ç-152 is known as a precautionary entry ban, usually for one year, imposed on public order or public security grounds. Its legal basis is the authority of the Presidency of Migration Management under Article 9/1 of Law No. 6458. The code is an administrative act and is subject to review by the administrative courts.

What this article covers

Note: The precautionary meaning of the Ç-152 code and its duration in practice are known from administrative practice, not from a published legislative list. The exact duration and grounds are verified through the record of the administrative act.

🔎 What Does the Ç-152 Restriction Code Mean?

Codes in the “Ç” group generally indicate entry bans. What distinguishes Ç-152 within this group is that the ban is precautionary: the code is used where the administration wants to block a foreign national’s entry temporarily, before reaching a final conclusion, because it sees a risk to public order or security. In practice its duration is generally given as one year.

📜 Legal Basis

  • Article 9/1 of Law No. 6458: The Presidency of Migration Management, taking the opinions of the relevant public bodies where necessary, may ban the entry of foreign nationals whose entry into Türkiye is considered undesirable on grounds of public order, public security or public health.
  • Article 9/3 of Law No. 6458: An entry ban lasts at most five years; in case of a serious threat it may be extended by up to ten more years. Under Article 8/2-d of the Implementing Regulation, a ban based on the same ground cannot exceed fifteen years.
  • Article 9/7 of Law No. 6458: Admission to the country on grounds of public order, public security or public health may be made subject to the prior permission requirement of the Presidency.

⏳ Duration and the Prior Permission Requirement

The fact that Ç-152 is known in practice to last one year distinguishes it from other security codes that run up to five years. However, the end of the period does not always mean that entry will be allowed automatically. Under Article 8/3 of the Regulation, a foreign national who is shown in the system as subject to prior permission is not allowed to enter the country without the favourable opinion of the Presidency. For this reason, whether a prior permission note appears on the record near the end of the period is important.

Warning: A foreign national found to have come to Türkiye while an entry ban is in force is made subject to a deportation decision (Article 54/1-ı of Law No. 6458) and an administrative fine (Article 102/1-b).

⚠️ Consequences

  • While the code is in force no visa is issued (Article 15/1-b), and the foreign national is turned back at the border gate as an inadmissible passenger (Article 7/1-c).
  • If the code was imposed on a foreign national already in Türkiye, the public order or security ground may also be used as the basis for a deportation decision under Article 54/1-d.
  • An existing residence permit may be cancelled because a valid entry ban decision exists (Article 33/1-ç); in that case V-69 is also added to the record.

⚖️ Ways to Have It Lifted

Ç-152 is an administrative act and can be approached through two separate routes:

  • Administrative application: Under Article 9/6 of Law No. 6458 and Article 8/2-e of the Regulation, the Presidency may lift the ban without waiting for the period to end, or may allow entry for a specific period while the ban remains in place.
  • Annulment action: An action may be filed before the administrative court within sixty days of notification of the entry ban decision (Article 7 of the Administrative Procedure Law, İYUK). For decisions of a precautionary nature, the court reviews whether the administration’s “undesirability” assessment rests on concrete information and documents.

It is critical that the time limit for filing has not expired when the code is learned. The articles on re-entry after deportationTR cover the process after deportation, and those on entry bans and restriction codesTR cover the general framework.
